Shanghai, 17th July, 1901.
As the new Registration Office is now nearing completion, I beg respectfully to apply for an additional shroff for that Office.
Hitherto the money order shroff has attended to both duties; but this can no longer be done as the offices are situated at either end of the building. It would greatly tend to relieve the congestion at the compradore's window for the sale of stamps if the shroff at the registration office, as at Hongkong, be supplied with a small stock of stamps. His duties would be to sell stamps, give change, weigh letters and parcels, cancelling stamps and helping the registration clerks generally in the receipt and despatch of registered mails and parcels. Also writing up in Chinese the addresses of inward registered articles for delivery and on arrival of the contract mails to assist in writing up the town portion.
A shroff is indispensable for the facilitation of business at this counter, and in order to work the department harmoniously with the public, every vestige of vexatious delays—such as having to go to another window to await your turn to get stamps, should be eliminated.
There are two Chinese who could be promoted to that post, viz., the No. 1 Office Boy and the Money Order Shroff. Their respective salaries are $13.00 & $12.00 per month. Although the latter has 36 years' service, the former has...
